In the Women's Super League clash on Saturday, Foord put the hosts ahead in the 28th minute, her strike coming off a well directed corner.
Soon after Reds defender Jasmine Matthews scored an own goal before Mariona Caldentey added a third for Arsenal just before the interval.
Matthews diverted into her own net again in the second half as Arsenal bounced back four days after their Champions League quarter-final first-leg loss to Real Madrid and got some revenge after being knocked out of the FA Cup by Liverpool earlier this month.
The second-placed Gunners reduced the gap to league leaders Chelsea to five points ahead of the Blues' game against Manchester City at Etihad Stadium on Sunday.
While Liverpool - who had won three out of three in all competitions under interim boss Amber Whiteley heading into the game - stay sixth.
Saturday's other match saw Everton beat bottom side Crystal Palace 3-0 at Walton Hall Park, with Justine Vanhaevermaet, Sara Holmgaard and Kelly Gago on target.
There was further celebration for the Toffees after the full-time whistle as Rikke Madsen's partner came on the field and got down on one knee to propose, with the forward's team-mates giving a cheer as she said yes.
Madsen had come off the bench to make her first appearance since the birth of her daughter Frida.
