The Queensland government will provide 17 First Nations mayors direct access to ministers under the agreement, after lengthy negotiations that began under the previous government.
The mayors will be able to advise cabinet on major issues affecting their communities after signing the accord at the Local Government Association of Queensland annual conference on Monday.
Lockhart River Mayor Wayne Butcher was among a trio of officials who represented the 17 councils at the historic signing on the Gold Coast.
He was joined by Local Government Minister Ann Leahy and Aboriginal and Torres Strait Islander Partnerships Minister Fiona Simpson.
"We've been working on it for a couple of years now ... it's great to see an outcome," Cr Butcher told AAP.
"I've been involved in politics since the 1990s and this is an historic occasion ... This gives us hope."
While the government shot down suggestions that the accord provided a voice to parliament by another name, both the state opposition and crossbenchers were quick to make the connection.
"We will always support initiatives that help to close the gap and directly address disadvantage in First Nations communities," opposition spokeswoman for closing the gap and reconciliation Leeanne Enoch said.
"After the way (Premier) David Crisafulli and the LNP campaigned against a Voice to Parliament, never in my wildest dreams did I expect the LNP to sign an MOU implementing their own."
Katter's Australia Party leader Robbie Katter accused the government of betraying the large majority of Queenslanders who voted against the voice in the 2023 referendum - the highest "no" vote of any state.
"The government is busy setting up more bureaucracy to do what a good member of parliament should be doing," Mr Katter said.
"It's incredible to see the LNP government going against the clear wishes of 68 per cent of Queenslanders."
But Palm Island Mayor Alf Lacey also rejected comparisons to the voice proposal, and told critics of the accord to "have a nice cold shower".
"This is not about another voice. The voice is done and dusted. People need to get over the voice. We already had a voice in our community, but no one was listening," he said.
"For people who are trying to draw the narrative in terms of the failed voice, and some of them are in politics, have a nice cold shower and look in the mirror.
"When you look in the mirror, it's not about you. It's about people living in our communities and the next generation."
Relations between the state government and First Nations communities have been strained since the LNP scrapped a path to treaty and truth-telling after winning the October 2024 election.
But the new accord may provide a model for other state legislatures to follow.Â
Victoria is Australia's only state or territory that has introduced treaty legislation to parliament following the failed referendum.
