An explosive report by barrister Geoffrey Watson SC into the Victorian branch of the CFMEU was tendered as evidence at a Queensland royal commission into the scandal-plagued union on Wednesday.
It listed a number issues Mr Watson said "wrecked" the CFMEU, including the lure of big money under the state's "Big Build", its disregard for law and the failure of government to bring it to heel.
It named former union officials John Setka and Joe Myles as malign influences, along with Victorian underworld figure Mick Gatto.
Shadow attorney-general James Newbury said the opposition would move for parliament to refer the matter to the corruption watchdog next week if it did not act on its own accord.
"This is the worst instance of corruption this state has ever seen," he said.
Victorian opposition leader Jess Wilson had earlier declared Premier Jacinta Allan "missing in action" after the state government said it was still reviewing Mr Watson's report.
"I call on the premier to front up," she said.
"Where are you?"
Ms Allan - who was the minister responsible for transport infrastructure during Setka's CFMEU reign - did not address the media on Wednesday.
Mr Watson's report alleged the CFMEU had effectively fleeced Victorian taxpayers of $15 billion.
He told the Queensland inquiry criminality ran unchecked until the establishment of Task Force Hawk in July 2024, after the construction division of CFMEU's Victorian branch had been placed into administration.
Mr Watson was asked at the end of the day's proceedings whether the situation in Victoria could spread elsewhere.
He agreed, having given evidence to the inquiry that the Queensland branch of the CFMEU had successfully sought to replicate the tactics of violence and coercion that had worked in Victoria.
But he told the inquiry the Queensland branch had yet to plumb the same depths.
"The CFMEU under John Setka - the Victorian CFMEU - (was) a crime organisation," he said.
"I do not see Queensland being anything like as bad ... Victoria was completely out of control."
