The Norwegian government and co-host Finland confirmed Volodymyr Zelenskiy was arriving in Oslo on Tuesday for negotiations to end the four-and-a-half-year conflict.
US special envoy Steve Witkoff will travel there while Jared Kushner, President Donald Trump's son-in-law, will participate digitally in the same capacity, Reuters reported the Norwegian government as saying.
Finland's President Alexander Stubb said he would attend the meetings with Norway's Prime Minister Jonas Gahr Stoere to discuss "Russia's illegal war of aggression against Ukraine and the overall security situation in Europe".
Stoere said the goal was "to steer the diplomatic efforts onto a more constructive path".
Ukraine's ties with Washington have deteriorated sharply in recent days as Trump has increasingly courted Moscow, waiving sanctions on Russia in what he says is an effort to lower US fuel prices.
Trump accused Ukraine of giving nothing in return for US support and accused Zelenskiy of refusing to hold peace talks with Russia, saying maybe it was time the Ukrainian leader "get somebody else to negotiate".
"We've given a lot to Ukraine. They've given nothing to us," Trump told reporters in Washington on Monday.
Zelenskiy had alleged the US had reduced the speed of its Starshield military-grade satellite links, which are critical for battlefield communications and drone operations.
That led to civilian deaths because the military was unable to intercept Russian strikes, Ukrainian officials have said.
Zelenskiy also said the US had stopped sharing intelligence about Russian strikes for several days and delayed delivery of Patriot air defence missiles.
"All of this suggests that some political decision has been made to slow down support for us," Zelenskiy said in a video posted on X.
US officials have denied the allegations, while Zelenskiy said he had since spoken with Secretary of State Marco Rubio about the issues.
"Of course, all of this comes against the backdrop of our diplomatic efforts to end this horrific war and the constant killing of people," Zelenskiy said in a post on X.
Ukraine reported multiple fatalities from Russian attacks on Tuesday, including on a factory in the Obukhiv district south of Kyiv.
Zelenskiy said "a horrific Russian strike" in the Kharkiv region on Monday killed six people, including a little girl in a stroller.
Trump also stepped up his criticism of Kiev after Zelenskiy suggested that the US president's Kremlin-friendly approach put him on the wrong side of history.
"Zelenskiy doesn't know what he's talking about," Trump responded.
